Bruce Poster is a planning consultant who specializes in community planning, market research, marketing strategy, and strategic planning. He has over 35 years of experience as a consultant and 3 years as a city planner. Mr. Poster has directed his own consulting practice in Santa Fe, New Mexico since 1977.
Mr. Poster brings a wide range of technical and organizational skills to his consulting assignments. He has managed a number of complex projects, coached entrepreneurs, led negotiating teams, testified as an expert witness, and facilitated meetings. He has expertise in demographics, survey research, land-use planning, impact assessment, economics, sociology, strategic planning, marketing, management, and business development.
Mr. Poster interacts with his clients to create a vision and identify their goals. His excellent analytic and communication skills enable him to identify key issues at an early stage. Mr. Poster is a strategist, who enjoys difficult challenges. He is only satisfied when his client achieves the intended result.

- Conducting community, visitor, audience, shopper, alumni, and readership surveys
- Assessing the economic and social impacts of New Mexico community colleges and the IAIA
- Performing market studies for redevelopment projects in downtown Santa Fe
- Facilitating the development of comprehensive plans in Farmington and Hobbs

- Developing a Culture, Arts, and Tourism (CAT) Plan for Santa Fe City and County
- Developing main street plans in Espanola, Las Vegas, and Corrales

- Conducting focus groups for shopping centers, banks, non-profits, and real estate developers
- Developing business plans for a shopping center, hotel, and cultural center

Prior to moving to Santa Fe in 1977, Mr. Poster was a Senior Associate with Resource Planning Associates in Cambridge, Massachusetts and Washington, D.C., a Planner for Wilbur Smith Associates in San Francisco, and a Principal Planner for the City of Fresno, California.
Mr. Poster has a B.A. in Economics from the University of Chicago, a Masters in City & Regional Planning from California State University at Fresno, and a Certificate in Group Facilitation Methods from the Institute of Cultural Affairs. He has taught Economics at the college level and Quantitative Methods at the graduate level. He has also presented numerous conference papers on research methods and public involvement.
Antoine Broustra, Principal, is a marketing consultant with over 17 years of experience in international finance as well as a background in publishing and community development. He brings a wide range of analytic, financial, and technical expertise as well as organizational skills to his consulting assignments.
Prior to moving to Santa Fe, Mr. Broustra lived in New York where he worked as a corporate and investment banker with Citibank, Sociétė Générale Corporate and Investment Bank, and most recently, HSBC. As a banker, he led teams that successfully helped companies decide on investment strategies to develop and finance manufacturing plants and real estate projects. Mr. Broustra acted as a trusted advisor to many of his clients to help them in the decision-making process regarding their projects, particularly in strategizing for long-term development.
Before becoming a banker, Mr. Broustra worked in a family-run publishing business, based in Paris. This firm published economic newsletters in Paris, several of which were affiliated with The Financial Times. In addition, Mr. Broustra consulted on a variety of projects as the Paris-based correspondent for a consulting firm in Philadelphia. Mr. Broustra helped small entrepreneurs write business plans for specifically targeted ventures. He has also coached professionals on career development. Mr. Broustra is currently executive producer for a documentary on young Native Americans in New Mexico involved in language revitalization.
Mr. Broustra has extensive experience in marketing, both at the local and international levels.
He holds a bachelor’s degree in Marketing from the University of Pennsylvania, cum laude, and an MBA in Finance from Columbia University. He is fluent in French and English and conversant in Spanish.

- Conducting market research for the City of Santa Fe Convention & Visitors' Bureau, and providing advice on marketing strategies
- Developing the strategic plan for the New Mexico Oil & Gas Association (NMOGA)
- Conducting an economic and fiscal impact study for a new commercial and industrial park
- Working on the Economic Development plan section of the new Comprehensive Plan for Hidalgo County, New Mexico
- Conducting an economic and qualitative comparitive study between selected markets for a broadcasting company to help prepare advertising and marketing campaign
- Conducting research for the New Mexico Tourism Department

- Preparing a visitor survey for Santa Fe International Folk Art Market
- Providing advice on best market practices in Asia for U.S. companies

- Analyzing and researching potential foreign companies wanting to develop activities in the Philadelphia region
- Organizing and planning business trips to bring French executives affiliated with local French Chambers of Commerce to visit the U.S. and meet potential partners
Peggy Eddy is a Research Associate who specializes in research and coordinating public involvement. She has over 20 years experience in creating, implementing and managing financial systems, departments, and programs for major educational institutions and has extensive research and public involvement experience.
Ms. Eddy brings a unique combination of analytical and interpersonal skills to each assignment, strengthened by her resourcefulness and attention to detail.
Ms. Eddy's recent experience and professional background include:
- Conducting surveys, tabulating responses, and formulating and implementing response plans for various organizations in New Mexico and California
- Collecting and tabulating visitation data for the New Mexico Tourism Department
- Coordinating meetings throughout the state of New Mexico for the New Mexico Department of Transportation, Aviation Division
- Maintaining web sites for Southwest Planning & Marketing, Santa Fe Public Schools Strategic Planning effort, and the Santa Fe River Trail project
- Coordinating public Task Force for Santa Fe Public Schools Strategic Planning effort and public meetings for the Saint Francis Drive Corridor Study and the Santa Fe River Trails plan
- Working with the New Mexico Rural Development Response Council to create e-communities throughout rural New Mexico
- Tabulating survey data for Espanola Valley regional water planning
- Overseeing the updating of an electronic database

Ms. Eddy has a bachelor’s degree in psychology, graduate work in education, as well as certificates in computer technology, web site design, and management from the University of California, San Diego.
Larry Bowman
Strategic Partner
Mr. Bowman is an independent consultant who is allied with Southwest Planning & Marketing. He has over 20 years experience structuring complex financial transactions and has executed over $8 billion in fixed income transactions in the last 12 years. Mr. Bowman is expert at risk management through the development of credit structures tied to historical performance metrics. His strengths lie in quantitative analysis and modeling, identification of key factors in complex situations, and management of project teams.
Mr. Bowman has been responsible for the structuring, modeling, and analysis of both rated and unrated bonds in a variety of asset classes. Recent transactions as an independent have included auto leases, small balance commercial mortgages, and portfolios of life insurance policies, but he has also worked on auto loans, timeshare receivables, capital calls, and real estate bridge loans among others.
Mr. Bowman was previously in the ABS securitization groups at Fortis Securities and SG Americas Securities and he has held senior positions in planning and new product development with CitiCorp, GE Capital and Chase Manhattan Bank. These positions required expertise in securitization, leasing, and corporate finance.
Mr. Bowman started his career as a consultant in the Transportation practice of Peat, Marwick, Mitchell & Co. in Washington, D.C., before moving to New York where he started working in finance. As a trained consultant, Mr. Bowman is also an effective communicator able to interact successfully at all levels.
Mr. Bowman holds a BS in engineering from the Massachusetts Institute of Technology and a MS/PhD in the same from Northwestern University. He also holds Series 7 and 63 securities licenses.
Robert Messenger is a Senior Planner with over five years of experience in transportation planning, community planning, economic development and market research. Prior to becoming a planner, he worked as a mechanical engineer in the automotive and HVAC fields. Mr. Messenger has worked on a variety of projects. These include:
¨ Producing community profiles of demographic, housing, and economic data for comprehensive plans for Hidalgo County and Lordsburg, New Mexico.
¨ Facilitating and recording comments for public involvement meetings to develop a bicycle/pedestrian plan for the Farmington Metropolitan Planning Organization (MPO).
¨ Creating maps and graphic materials to support bicycle/pedestrian plans, a traffic counting program, and the update of a Metropolitan Transportation Plan.
¨ Analyzing geospatial data using Geographic Information Systems (GIS) software.
¨ Maintaining a website and organizing data for a traffic counting program and regional travel model, including use of VISUM traffic modeling software.
¨ Coordinating annual Unified Planning Work Program (UPWP) and Transportation Improvement Program (TIP) development for the Farmington MPO.
¨ Researching non-traditional lenders and small business development centers to understand issues related to access to capital in Grant County, New Mexico.
¨ Conducting market research and helping develop a business plan to improve the Blue Hole scuba diving facility in Santa Rosa, New Mexico.
¨ Evaluating housing conditions to support housing rehabilitation in neighborhoods identified as “Pockets of Poverty” and helping support affordable housing programs.
¨ Facilitating the development of Intelligent Transportation Systems (ITS) among several New Mexico state departments, with particular emphasis on truck traffic at the state’s domestic and international borders.
¨ Conducting a feasibility study to expand transit options for “Welfare to Work” clients to improve access to jobs in the tourist-oriented economies of North Central New Mexico.
Mr. Messenger has resided in New Mexico for 14 years. He received a Bachelors degree in Mechanical Engineering from the University of Louisville, Kentucky. He completed his Masters of Community & Regional Planning degree at the University of New Mexico in 2003. The focus of research for his Master’s Thesis was the factors involved in encouraging bicycle commuting.
